API to accept data from stocklist mapping tool.

Saves data to a temporary table, so we can attempt to auto-onboard the seller's stocklist when seller
is created.

Optional: if auto_onboard is True, we will attempt to auto-onboard the seller's stocklist and create
a JIRA ticket
